The Difference between a Framework and a DPS
In UK procurement, the terms framework and DPS (Dynamic Purchasing System) are two different approaches for public sector organisations to buy goods or services from suppliers.
Framework
Definition
A framework is essentially a pre-agreed list of suppliers that can provide specific goods, services, or works over a set period (typically 4 years).
How it Works
Buyers select suppliers from the framework, but they are not
obligated to buy from them. When a need arises, they can run a mini-competition among the suppliers on the framework or
directly award contracts (if allowed by the framework terms).
Key Features
- Fixed Supplier List: Once the framework is established, no new suppliers can join until itβs re-tendered or a new framework is created.
- Limited Flexibility: Buyers are restricted to the suppliers on the framework, even if other suppliers exist that could offer better terms later.
- Pre-Negotiated Terms: Pricing and service levels are typically pre-negotiated for the duration of the framework.
DPS (Dynamic Purchasing System)
Definition
A DPS is a more flexible system where suppliers can continually apply to join, unlike a framework where the list is fixed.
How it Works
Suppliers can apply to be part of the system at any time. When the buyer has a need, they invite suppliers to compete for specific contracts through mini-competitions.
Key Features
- Open Supplier Pool: New suppliers can join the DPS at any point, as long as they meet the entry criteria.
- Ongoing Competition: Each contract awarded through a DPS typically requires a new competition, ensuring competitive pricing and terms.
- Greater Flexibility: Because new suppliers can join throughout its life, it allows for more innovation and changing market conditions.
