    Supplier Notice: Fraudulent Procurement Activity

    We have recently become aware of fraudulent communications from individuals falsely claiming to represent EEM.

    These scams may use EEM’s name, branding, or documentation to appear genuine and may invite contractors or suppliers to engage with fake procurement opportunities.

    To help protect suppliers, please be aware that:

    • EEM does not use trade websites such as Checkatrade to advertise procurement opportunities or invite suppliers to tender
    • We will never contact contractors or suppliers via text message (SMS) or WhatsApp regarding tender opportunities or ask you to submit procurement information through these channels
    • Genuine EEM procurement opportunities are communicated through our official procurement processes and recognised channels

    If you receive a communication claiming to be from EEM that seems unusual or raises any concerns, please do not respond or share any personal, financial, or business information until you have verified its authenticity.

    If you are ever unsure whether a communication is genuine, please contact EEM directly using the contact details published on our website before taking further action.

    Although we cannot prevent scammers from falsely using our name or branding, by sharing this guidance we hope to help suppliers recognise genuine EEM communications and avoid falling victim to fraudulent activity.

    We are proud to be recognised as one of only eighteen accredited framework hosts under NHS England’s System Guidance for the Implementation of Framework Host Management.

    This accreditation gives NHS organisations and the wider public sector confidence that our frameworks are managed in line with the standards and requirements set by NHS England. It reflects the way we develop and manage our frameworks, ensuring they remain compliant, transparent, and easy to use.

  • Refreshed Framework – Retrofit, Insulation & Associated Works

    Refreshed Framework – Retrofit, Insulation & Associated Works

    Our newly refreshed Retrofit, Insulation & Associated Works Framework is now live and ready for use!

    This framework, previously known as just the ‘Insulation & Associated Works’ framework, provides publicly funded organisations with a compliant route to procure contractors to undertake insulation works on a variety of property types. This framework now also includes elements of Solar PV and renewable heating such as Air Source Heat Pumps, which would typically be installed at the same time as insulation works as part of a retrofit programme.

    Contractor(s) will be PAS2030 and 2035 compliant and offer a 25-year insurance backed guarantee via the Solid Wall Insulation Guarantee Agency (SWIGA), GDGC or an equivalent work guarantee scheme for insulations works.

    Insulation works covered by this framework are as followed:

    • External wall insulation (EWI) design, enabling, and installation works
    • Exterior render systems
    • Exterior wall cladding systems
    • External wall insulation repair and maintenance
    • Internal wall insulation design, enabling, and installation works
    • Cavity wall insulation (extraction services, virgin, and cavity wall insulation re-fill)
    • Loft insulation (virgin and re-fill)
    • Attic/room in roof insulation (all elements)
    • Solar PV installations
    • Renewable heating installations (e.g., air source heat pumps, storage heater renewals)
    • Retrofit energy efficiency measures to Park Homes
    • Works associated with insulation programmes but not limited to floor insulation, windows and doors, roofing, guttering, builders, and ancillary works
    • EPC on completion of the works

    Warm Homes Plan – How can EEM Support?

    With the launch of the government’s £15 billion Warm Homes Plan, the roadmap for social housing is now clear – we have until 2030 to ensure all homes reach at least an EPC Band C rating.

    This landmark plan represents the largest investment in domestic energy efficiency in UK history. It aims to tackle fuel poverty head-on by decoupling electricity prices from gas, making low-carbon heating more affordable for residents. As the plan shifts the focus heavily towards electrification (heat pumps, solar, and batteries) and “area-based” delivery, the primary challenge for many members is finding a supply chain that can deliver this high-tech transition at scale.

    Our Heating and Hot Water Systems Framework is already set up to help members and users meet these new requirements immediately.
    This framework provides contractors to undertake the servicing, maintenance, repairs, and installation of domestic and commercial heating and hot water systems. The third lot of this framework covers renewable heating and hot water systems to support our membership with their carbon reduction and energy efficiency targets.
