With over 25 years experience in procurement solely within the public sector, my aim as Chief Executive is to lead with a clear focus on value, innovation and sustainable growth. I am passionate about strong governance, collaboration and our commitment to social value and drive the team to deliver the best services possible. My background is private sector buying roles before I moved into working in Public Sector Procurement in 2013. I was pleased to join EEM in 2015 and in my role as Head of Procurement I am responsible for leading the delivery of a compliant, transparent, efficient, and high-quality procurement service for EEM Members. This includes ensuring our Frameworks and Dynamic Markets remain relevant, innovative, and aligned with evolving needs. The role holds overall accountability for the performance and management of the Procurement Team and as a key member of the leadership plays a vital role in supporting the Chief Executive in achieving the organisation’s strategic vision and corporate objectives.

Matt brings over 35 years of public sector experience to EEM, having progressed from a plumbing apprentice to senior roles across surveying, contract management, operations, and business development, including Director of Client Relationships. At EEM, he supports the procurement team on the technical development of framework specifications and pricing schedules, while acting as a Subject Matter Expert to ensure frameworks are compliant, fit for purpose, and deliver value for clients.

My role at EEM is to analyse and interpret data, producing various reports for our members, merchants and manufacturers. I also evaluate pricing tenders for all frameworks and review / amend existing price files based on annual price increases. I build relationships with our members, contractors and merchants to ensure continued support and management to deliver best price.

As Marketing & Communications Manager, I lead EEM's marketing and communications activity, ensuring our brand, messaging and campaigns are consistent, engaging and aligned with our organisational objectives. I work closely with colleagues across the business to promote EEM's frameworks, services and events, while leading the development of our marketing strategy and using insight and data to continually improve how we engage with members, suppliers and stakeholders.

Following an early career in the private sector undertaking engineering work in a number of sectors, including retail, MOD, NHS and manufacturing, I moved to the public sector.
Focusing on procurement and becoming a full member of CIPS has provided me with the opportunity to be a member of the EEM board.
For the last 12 years I have worked for an award-winning housing provider in the east midlands.

I began my career as a Joiner at a local building firm, later becoming a building surveyor at Derby City Council in my early 20s. Highlights of my work include implementing the decent homes standard and constructing some of Derby's initial new council houses. I played a role in advocating for HRA reforms, contributing to the nationwide development of the next generation of Council homes. I have a passion for the environment and have led on numerous initiatives to help reduce fuel poverty. As an advocate for collaborative working I encouraged organisations to work together, and EEM was formed soon after this.

I sit on the Board and support EEM’s growth through strong governance, practical risk leadership, and a clear focus on the organisation to continually improve.
